Horizon looked back from the edge of the Second Season: the community had gone out into the world, but had not become a single center. Wider connections brought more people, languages, and needs, along with greater coordination costs. He did not declare expansion complete. He confirmed only this: PPRGB had become a protocol through which many groups could keep working together, rather than a road belonging to one group.

He left: Boundaries that could keep expanding without abandoning People · Privacy · Freedom.

He handed to the Third Season: The question of how knowledge, institutions, trust, and culture form once connections are numerous enough.
